Patrick Ciganer
Executive Vice President, IC Support
As Executive Vice President of IC Support, Mr. Ciganer oversees In-Q-Tel’s internal relationship with its Intelligence Community end-users and other stakeholders.
His team is responsible for helping to identify and prioritize critical technology needs in In-Q-Tel’s various IC partner communities, and for supporting the rapid development and delivery of solutions addressing those needs.
Mr. Ciganer also interacts closely with end-user organizations and components to define their near- and medium-term operational challenges and evaluate the current and future potential impacts of nascent technology trends on mission performance.
Prior to joining In-Q-Tel, Mr. Ciganer held senior management positions in both the public and the private sectors, including the National Geospatial-Intelligence Agency (NGA), where he managed the development of NGA’s strategy in identifying and deploying mission critical technologies in distributed IMINT and GEOINT data collection, analysis and dissemination, and NASA, where, as Program Executive Officer reporting directly to the Administrator, he oversaw the development and implementation of the Agency’s enterprise requirements system.
Mr. Ciganer earned a Bachelor of Arts degree in Economics from Georgetown University, and pursued his Graduate studies in Finance at San Francisco State University.
