Do I have to include all of the requested documents to be considered for investment?
We request a complete proposal to help us properly evaluate your company and technology for potential In-Q-Tel investment. We understand that you may wish to know if there is more interest on our side before sending the complete proposal. However, without a complete proposal, we will not be able to accurately review your technology. For this reason, we have a general policy of requiring complete submissions of all requested documents for investment consideration.

Should you ultimately decide to submit only some of the required documentation, we will still assess your technology; however, having a complete set of documents will greatly improve any chances of further consideration or investment by In-Q-Tel.

If you choose to resubmit all the proposal documents, we will review your company and technology for further consideration or investment by In-Q-Tel at that time.

Do I have to submit through the website?
We have an automated process to ensure each submission can be reviewed in a timely manner, and we have determined that submitting your proposal through our website is the quickest way for us to start the process. Regular mail and email submissions must be entered into our system by hand and thus take longer to process, which could significantly delay review of your submission. For this reason, we strongly encourage a web submission as the initial step in engaging with In-Q-Tel.

What if I have more than three files to submit?
If you have more than three files to send to In-Q-Tel as part of your submission, we suggest you create a compressed file. This compressed file can contain multiple files, allowing you to submit all the necessary documentation through our website.

Can I include an active file or executable with my submission?
Unfortunately, due to security considerations, we cannot accept submissions containing active links or executable files. Thus any file with the extension “.exe” must be excluded from any submission, and any file that contains an active link or executable file will not be opened by us.

How will In-Q-Tel contact me after I have submitted?
In-Q-Tel will contact you either by e-mail, telephone, or mail only if we are interested in your proposal. Please make sure to provide accurate contact information when making your submission.

How does the process move forward once I have submitted my materials?
Once we have received your complete proposal, we assess all submissions for their fit with our areas of focus and the priorities. This initial assessment usually takes approximately ten weeks after you have submitted a complete proposal as described above, and you will only be contacted if there is interest in your proposal.  If we determine that there is an appropriate fit, we then proceed with more detailed analysis.  This second phase of our assessment procedure can take as little as eight to twelve weeks, but typically will take considerably longer; thus, no timeline is available for this stage of the process.

Should I submit confidential information?  Will In-Q-Tel sign a Non-Disclosure Agreement (NDA)?
You should only include non-confidential information in your proposal.  If you do submit information marked “confidential”, “proprietary”, “classified” or the like, it will be treated as non-confidential notwithstanding the marking(s) and your submission will be deemed to be your consent that it be treated as non-confidential . Before you submit any information to In-Q-Tel, you must agree to our terms of use, which includes, among other things, the foregoing, as well as In-Q-Tel’s right to copy and disseminate any or all of your proposal documents to the IC and other agencies. We do not sign nondisclosure or confidentiality agreements in connection with submissions. In appropriate circumstances, after In-Q-Tel’s initial assessment of your  proposal we may sign a reasonable non-disclosure agreement when we reach a point of mutual interest in moving forward.

Can I send In-Q-Tel classified information?
We focus on commercial technologies and for this reason we do not handle any proposals that require security clearances; you should not submit classified information.

Can I schedule a meeting or demonstration with In-Q-Tel before submitting?
If after our initial assessment of your proposal documents, we determine your technology meets our and the IC’s needs, we may request a meeting with your company. To save your time and ours, we take meetings only when our initial assessment reveals a likely match for the interests of In-Q-Tel and the IC.

Does In-Q-Tel invest in foreign (non-US) companies?
While we do not specifically target investments from other countries, we are not prohibited from investing in non-US companies and will consider such investments as appropriate based on the fit with the needs and priorities of In-Q-Tel and the IC.

Will In-Q-Tel share my submissions with others?
In furtherance of our mission, we may share information you submit with the Intelligence Community and others in the US Government if we think they may be interested in your technology. This might include US Government agencies (or their designees) that are exploring or implementing an In-Q-Tel like approach and are interested in technologies that are submitted or referred to us. And we or the Government agencies may need to share the information with their contractors who help them evaluate proposals. As noted on our web site, we ask that you only submit information that you are comfortable having shared within the Government in furtherance of our mission.

Can In-Q-Tel provide my company with an introduction to the CIA or other government agencies?
We receive proposals from thousands of great companies that have interesting technology with the potential to serve our country. Unfortunately, we are a small firm with a highly targeted mission and so must focus our efforts and our relationships to those that are the closest fit with IC priorities. Because of these limitations, we do not provide introductions to the CIA or other governmental bodies.

If my company has submitted before, can we submit again to In-Q-Tel?
If you feel that your company’s technology has developed into a different stage since your previous proposal, we encourage you to submit the appropriate complete submission to us again. We are always willing and eager to review submissions that have a potential for investment.

 

A Note on NDAs

Please note that due to the large volume of submissions and the involvement of In-Q-Tel in the review and development of new businesses, we do not sign nondisclosure or confidentiality agreements in connection with submissions of proposals. You should only include information which you deem to be non-confidential. By submitting information to In-Q-Tel, you agree to the foregoing terms, and our terms of use. In appropriate circumstances, we will sign a reasonable non-disclosure agreement when we reach a point of mutual interest in moving forward.
